Business Case

This project required an upgrade of the DMV’s financial management system from Oracle Public Sector Financials Application Version 11.0.3 to version 11.5.10. Additionally, the project included a corresponding upgrade or Oracle database version 8.0.5 to the latest version available at the time of the upgrade. Finally, the DMV required an upgrade of their operating system from Microsoft Windows NT server 4.0 to MS Windows Server 2003.

Among the most critical customizations was the interface between the DMV’s Oracle Financial Management System and the Office of the State Comptroller’s Central Accounting System. The DMV interfaces with the Central Accounting System to report agency purchase order and contract encumbrances, as well as expenditures.

Additionally, the DMV’s systems were upgraded to meet the requirements of the Statewide Financial System and its “go live” date. The upgrades done to the ERP system by the CMA project staff make the impact and value of this project even greater by performing the upgrade and then applying the enhancements.

The Results

The upgrade met all of the DMV’s expectations. As a result, CMA was awarded enhancement work to add additional functionality to the DMV Financial Management System applications, including electronic purchase orders, email notifications, encumbrance funding, and implementation of quarterly security patches for the Oracle database and integration with the Statewide Financial System.
