Business Case

In 2010, the New York State Office of the State Comptroller and CMA embarked on a significant business transformation project to replace the 30-year-old Central Accounting System. The new SFS created a standardized financial system for NYS Agencies.

The goals of implementing a modern enterprise resource planning (ERP) system was to enable fiscal and business management tasks in a manner more effectively, transparently, and efficiently than ever before.

The Solution

The New York State Office of the State Comptroller sought a qualified contractor to provide implementation and testing of the future system. 

During the project, CMA held responsibility for the implementation and success of three major areas of delivery: data conversion, interfaces, and reporting. CMA identified and efficiently documented project scope, task plan and deliverables. We also provided technical training and knowledge transfer. We worked closely with the prime contractor during project initiation to coordinate the tracks of work and deliverables. 

In terms of project management and communications, CMA followed the NYS Project Management Guidebook, which is based upon the principles of the Project Management Institute (PMI).

This project involved the implementation of PeopleSoft Financials, and comprised the following application components:

  • PeopleSoft Enterprise Financials Software: General ledger, receivables, payables, asset management (aka fixed asset accounting), cash management, deal management, financials portal pack, and internal controls enforcer. 
  • Enterprise ESA Software: Project costing, contracts, grants, expenses (aka Expense Management), and ESA portal pack. 
  • Enterprise EPM Financials/ESA Analytics Software: Scorecard (aka Enterprise Scorecard), and EPM portal pack. 
  • Enterprise Supply Chain Management Software: Billing, purchasing, eSupplier connection, strategic sourcing, and supply chain portal pack. 
  • Enterprise EPM Supply Chain Analytics Software: Supplier rating system 
  • Enterprise Portal Software: Enterprise Portal 
  • Enterprise Performance Management Software: Performance management warehouse (aka Enterprise Warehouse) 
  • PeopleSoft Enterprise Tools Software: PeopleTools 8.49, and PeopleTools Mobile Agent 
  • Other Technology: IBM P5, AIX 5.3, Oracle Database 10g, Quest STAT, Oracle Business Intelligence Enterprise Edition Plus

The Results

The SFS launched in 2010. Through this transformation project, NYS achieved key business benefits, including improved financial controls, enhanced availability and value of data to different stakeholder groups, streamlined business processes, and elimination of redundant systems and duplications of effort. 

The Statewide Financial System supports New York State’s goal of a single, enterprise-wide accounting and financial management system that serves as one source of financial truth. It supports the business of NYS government and delivers a strong return on investment by ensuring the integrity of financial data, partnering with agencies to meet business needs through an integrated financial platform, and leveraging business knowledge and system expertise.
