Business Case
The client required an expert Technical Architect to support Oracle’s E-Business Suite testing and production environments, with primary focus on Accounts Payable, Accounts Receivable, General Ledger, Purchasing, Workflow, and System Administrator modules and to provide technical support (design, development, testing, and training) to the Oracle EBS interface, which transacts with the Statewide Financial System (SFS).
In addition, the consultant was expected to support/build various custom reports and forms in Oracle EBS, support the Kofax Mark View Imaging System integrated with PO and AP modules, convert contract data to Grants Gateway system and process, participate in Oracle R12 Upgrade design, development and testing, and provide expert input to SFS “Community Counsel” groups and subsequent training of end users in system modifications.
New York State Procurement (NYSPro) recognizes that as advancements in technology continue to grow at a rapid pace, the need to hire hourly based information technology staff is essential to an agency’s success and that the hiring of hourly staff is and has been an ever-increasing challenge for State and Local governments. The NYS Department of Information Technology Services used NYSPro to find the best person for the DCJS.

CMA responded to this opportunity through the competitive New York State Procurement Hourly Based Information Technology Services Contract.

Our CMA Consultant was successfully evaluated, technically screened, and determined to be the most cost-effective solution out of 20 Vendors supporting NYSPro needs.
The Results
CMA’s consultant successfully supported Oracle E-Business Suite 11.5.10.2 testing and production environments, primarily in the Accounts Payable, Accounts Receivable, General Ledger, Purchasing, Workflow, and System Administrator modules; Managed user experience during overhaul of Oracle E-Business Suite interface with New York SFS implementation; Developed customizations supporting Oracle E-Business Suite using Oracle Reports, Oracle Forms, SQL/PLSQL, and API’s; Developed UNIX scripts, SQL*Loader scripts and database procedures to load daily interface files sent by SFS; Maintained Oracle E-Business Suite NY customs programs to process SFS PeopleSoft interface files; Created and modified Oracle E-Business Suite Applications Object Library items and settings, including Request Sets, Descriptive Flex Fields, and Custom Libraries; and Designed and developed processes for data conversion and transformation in Oracle E-Business Suite to maintain agency interface requirements and meet NYS SFS specifications.
In addition, CMA’s consultant interfaced with New York State agency counterparts to analyze and identify gap-fit scenarios or defects of SFS interface; Facilitated interagency user group to coordinate changes in E-Business Suite interface with New York SFS customs; Supported Minority and Women-owned Business and Service Disabled Veteran-Owned Business agency reporting; Developed processes to convert existing contracts to Grants Gateway data standards; Participated in upgrade Oracle E-Business Suite to version 12.1.3; Co-developed more than 160 test scripts for existing functionality and new features; and Managed tests of existing functionality, new features, customizations, external systems integration, and performance by 24 individual testers.
