Business Case
Connecticut needed to reach CCWIS-compliance rapidly while building out functionality that replicated that of the legacy system, LINK. The State needed to get to a new system as soon as possible.
CMA presented the right solution in conjunction with our partner, CareWorks. The CareDirector accelerator product presented the right amount of out-of-the-box functionality and the capability to extend the product substantially to fit any custom requirements.
CMA needed to configure and build upon this solution. While the initial CareDirector application supported many of the features that Connecticut was looking for, some needed expansion to add custom features and data elements. CMA also needed to create new features for the application.
The Solution
CMA proposed the CareDirector accelerator, built upon the Microsoft Dynamics platform. Not only does this framework support a rapid development process, in many cases, a full stack developer is not needed to build out basic screens and features. CareDirector does, however, come with a full suite of features that already support CCWIS-compliance.
The solution features include full Person, Family, Provider, and Professional tracking, input and processing of the Careline artifacts, Child Protective Services (CPS) Reports, and assignment of those reports. During the project, CMA also built out new features to support business requirements and features that were part of the legacy solution. Some included a full Staff management module, a Notification engine for various events throughout the system, and a Data Restriction enhancement that allows record types across the system to be limited in terms of access and interaction.
This project required two full teams of staff with functions across the entire project spectrum, including System Architects, Business Analysts, Developers of many concentrations, Quality Assurance Analysts, Trainers, and Subject Matter Experts. CMA performed all work onsite in Hartford, Connecticut. These staff members were fully allocated for the better part of a year to accomplish the project. All the CMA staff went through SAFe Agile training to meet the agreed-upon processes at DCF.
The Results
The entirety of the CT-KIND project is scheduled to roll out over the next few years in separate Statements of Work (SOWs). Each SOW encompasses a unique system function, such as the SOW1, which CMA implemented.
While the SOW1 contained only a few CW functions, the product that was delivered, CareDirector, allows the client to have a ready base for future functionality. CareDirector is built and preconfigured to support all functions of Child Welfare.
According to the client, the CMA team was responsive when things transpired during the project. CMA picked up well and integrated effectively with the DCF team within the SAFe Agile process.
